INTERNAL CHANNEL FOR REPORTING UNDER THE LAW ON THE PROTECTION OF PERSONS WHO REPORT OR PUBLICLY DISCLOSE INFORMATION ABOUT VIOLATIONS at "National Palace of Culture – Congress Center Sofia" EAD, as well as for the Varna branch.
Information on reports:
The Law on the Protection of Persons Who Report or Publicly Disclose Information About Violations (LPPRPIDIV) aims to provide protection for individuals who report or publicly disclose information about violations of Bulgarian legislation or acts of the European Union, which became known to them in the course of or in connection with the performance of their employment or official duties, or in another work-related context.
In accordance with the provisions of the LPPRPIDIV, an internal reporting channel has been established at the National Palace of Culture (NDK) – as a subject obligated under the LPPRPIDIV.
Reports on violations specified in Article 3 of the LPPRPIDIV may be submitted through this internal reporting channel by individuals as defined in Article 5 of the same law.
The confidentiality of the identity of the reporting individuals and any third parties mentioned in the report is protected.
Reports under the LPPRPIDIV can be submitted in writing or orally by one of the following means:
1. By mail, with the text "report under LPPRPIDIV" written on the envelope, sent to the address of "NDK Congress Center Sofia" EAD – Sofia, 1 Bulgaria Square;
2. By email to: signali@ndk.bg
3. In person to the employee designated to receive reports during their working hours – Central Building, 4th floor, office 12, or by phone at 02 9166895.
When submitting a written report, the sender may use the Report Registration Form for submitting information about violations in accordance with the LPPRPIDIV. The form is not mandatory for completion by the reporting person. If used, the person should fill out parts I – V, including signing it: if sending the form by mail – with a handwritten signature; if sending by email – with a qualified electronic signature.
When submitting a written report in free form, the report must contain at least the following information:
- The full name, address, and phone number of the sender, as well as an email address, if available;
- The name of the person against whom the report is made and their place of work, if the report concerns specific persons and they are known;
- Specific information about the violation or a real danger of a violation occurring; the location and period of the violation, if it has occurred; a description of the action or circumstances and any other relevant details known to the reporting person;
- The date of submission of the report;
- The signature, electronic signature, or other identification of the sender.
Various types of supporting information and/or references to documents can be attached to the report, including indicating the names of individuals who could confirm the information provided or offer additional details.
Each reporting person will receive confirmation within 7 days that the report has been received.
Reports that do not fall within the scope of the LPPRPIDIV or whose content does not justify their acceptance as plausible will not be considered.
Reports containing obviously false or misleading claims about facts will be returned to the sender with instructions for correcting the claims and information about the responsibility they bear for defamation.
No proceedings will be initiated for anonymous reports or reports concerning violations that occurred more than 2 years ago.
Protection under the LPPRPIDIV is provided to the reporting person from the moment the report is submitted, provided that the conditions of Article 6 of the Law are met.
